Women's business program wraps up 1st year The Montana Women's Capital Fund, a Montana microbusiness finance program, has just completed its first year of funding Helloans to small businesses in ena. Region Senator Mignon Waterman, a member of the state Microbusiness Advisory Council, commented, "I'm very pleased with their success. They have created a number of new jobs through 37 loans for a total dollar value of "This has been one of the most satisfying projects that I've worked on in the four years I've been in the state senate," Waterman said. "Business start-ups that use loan fund programs to provide training, technical ance and on-going oversight of borrowers achieve an 80-percent survival rate for four years, compared to only 47 percent for those without access to these services." Businesses helped by the Montana Women's Capital Fund include a coat manufacturer, a bakery, an insurance office as well as a retail active wear shop. Proceeds of these loans are used for working capital, equipment and property.

Qualified businesses have fewer than 10 full-time employees and less than $500,000 in gross annual revenues. The Department of Commerce has certified and funded 12 microbusiness development corporations in Montana. The MBDC's serve the regions of Missoula, Kalispell, Havre, Lewistown, Bozeman, Billings, Helena, Butte, Great Falls, Malta-Wolf Point and Glendive-Miles City. Microbusiness loans are up to maximum of $20,000 per bua siness at 1-to-3-percent above the market rate. This slightly higher rate is charged to cover the intensive investigation and technical assistance costs, which increases the viability of the loans.

It also discourages borrowers who might be able to obtain conventional financing. CHURCH NEWS "Paul" Poliakoff of St. Petersburg, Russia, and Rev.
