'The Independent Record, Helena, Tuesday, October 4, 1988 3B Tom Judge waffles oin welfare ait issue By The Associated Press Campbell said. In two other news articles, he has declined to take a position, she said. Former Gov. Judge has taken all three possible positions. Hes said yes, no and maybe.

I dont think its too much to ask that he would decide on one answer and stick to it through the end of the campaign. Sidney Armstrong, a spokeswoman for the Judge campaign, said Judge has never taken a position for or against CA-18. In his comments to the senior citizens convention, he indicated only that he would oppose anv efforts to seriously un dercut existing social services, she said. The March reference to Judge as a supporter of the amendment was incorrect, Armstrong added. In other Montana political news: GOP Senate candidate Conrad Burns, continuing his bid to unseat incumbent U.S.

Sen. John Melcher, said Monday he favored the presidents Strategic Defense Intitiative and aid to Nicaraguan rebels. There is nothing more important for America than a credible deterrent to any threat to our security, Burns said. Neil Bush, the son of GOP presidential nominee George Bush, will make his millions of dollars lying around, Foster said. She also criticized Keenan, a state representative from Anaconda, for claiming that her legislative leadership makes her the better candidate after being unable to gam support for her school funding proposal in the 1987 session.

Rep. Pat Williams, and GOP challenger Jim Fenlason of Bozeman said they have agreed to debate Oct. 27 in Bozeman. Fenlason said he hopes that Williams will agree to four more debates, in Missoula, Helena, Dillon and Poison. second swing through Montana later this week.

The Bush campaign said the candidates son will be in Billings Wednesday morning and in Bozeman and Helena Wednesday afternoon. He campaigned for his father earlier in Kalispell and Missoula. Barbara Foster, Republican candidate for state school superintendent, said Democratic contender Nancy Keenan is suggesting a tax increase in calling for an additional $25 million to $100 million for public schools. My stance is that, during these tough economic times, we simply do not have emocratic gubernatorial candidate Thomas Judge has taken all possible positions yes, no and maybe on the ballot measure that would eliminate the constitutional mandate for welfare to the needy, state Republican Party Chairman Barbara Campbell charged on Monday. A newspaper report in March indicated Judge voiced support for Constitutional Amendment 18, but he told a gathering of senior citizens in Lewistown last week that he opposes the measure, BRIEFS Bike may be clue in probe Knapweed a threat in Yellowstone Soil moisture not improving Soil moisture conditions in Montana showed little or no improvement in the past week, the Agricultural Statistics Service reported Monday.

Winter wheat seeding showed good progress, but is still far behind last years pace. Topsoil moisture is 38 percent short and 62 percent adequate, about the same as a week ago, the agency said. Subsoil moisture was 84 percent short, showing that moisture reserves are generally lacking. gMorelstatelneWsf pagell 2Bj YELLOWSTONE NATIONAL PARK, Wyo. (AP) Yellowstone National Park officials, finally able to concentrate on something other than fires involving about 1.6 million acres in and around the park, are growing concerned about the spread of a noxious weed made possible by the flames.

Jim Sweaney, western district resource management coordinator in the park, said fires have disturbed and opened up hundreds of acres inside the park, creating good growing conditions for spotted knapweed. Personally, I believe that noxious weeds are the biggest threat to he said. Knapweed, which can spread quickly to choke out other plants, covers about 40 acres in the park, largely in West Yellowstone and the Gardiner and Mammoth areas. Because the weed does not grow well in shade, the elimination of shade by fires will enhance its spread, Sweaney said, and the increased foot, horse and vehicle traffic caused by the fires could lead to an increased spread of knapweed seeds. This is not a crisis, but it is a problem that we need to look at, he said.

GREAT FALLS (AP) Great Falls police are trying to determine whether a bicycle found Monday is the same bicycle a 9-year-old Great Falls girl was riding when she disappeared two months ago. We havent as yet made any positive identification, said Shift Commander Rod Sayer. The matter as yet is under investigation. The bicyle is similar to the red, 10-speed bicycle Dolana Clark was riding the last time her relatives saw her on Aug. 2, Sayer said.

Detectives have continued to work on the missing girls case, although new clues to her disappearance have been scarce during the past weeks. Sayer said a group of construction workers found the bike and reported it to a uniformed officer in the area. Detectives are waiting for a positive identification on the bicycle before they call its discovery a break in the two-month-old case, he said. He said the police arent sure how long the bicycle had been there. Clark is the daughter of Boyce and Bonnie Clark.

She is 4-feet, 3-inches tall and weights about 53 pounds. Her hair is light brown. As part of a plea bargain, Deputy Missoula County Attorney Ed McLean said he would recommend a 20-year sentence for each of the two robberies and the arson, 10 years for criminal mischief and six months for misdemeanor theft, all to run concurrently.
