Stunningly, it decided not to take Sherlocks decision into consideration. Its not that we couldnt consider the decision, said Lt. Gov. Karl Ohs, a member of the School Renewal Commission. We felt there were so many variables.

It was always a moving target. At the same time, Gov. Judy Martz and her executive staff are rounding the backstretch of her lone term, and whatever she recommends the 2007 Legislature spend on education is likely to be changed by her replacement. And downstairs from Martzs second floor Capitol office sits Schenck, still in limbo over whether to move forward with the massive financial analysis of the states accreditation standards. He wonders if his staff has the money or the manpower to even begin, or finish, such a study.

Im scared to death of the resources necessary to do this, Schenk told lawmakers during a conference call in July. This is certainly extraordinary in terms of its requirements. But before lawmakers go barking up the proverbial money tree, they need to know how and how much to try and shake out of it for schools come January. And thats a problem. We dont want the Legislature doing this, said Steve Meloy, executive secretary of the state Board of Public Education. And now we have a staff of the Legislature wanting to do this.

I dont know how they can do this. Contrarily, the chairman of the Legislative Finance Committee which oversees and manages the day to day doings of Schencks office said the legislature will never spend the hundreds of thousands of dollars needed to commission an expert study. It is increasingly evident to me that the education groups wants an independent study, said Rep. Gary Forrester, D- Billings But people Ive talked to said the Legislative Fiscal Division is going to do the study, be it now or in the session. The division is going to do the study one way or the other.
